UCP version in the path

• New public route GET /ucp/{ucpVersion}/handlers needs no API key and returns the 2026-10-07 handler for UCP 2026-01-23, 2026-04-08 and 2026-08-25
• New route POST /api/v2/merchant/payment-requirements returns the raw x402 PaymentRequired object with no protocol wrapper. It needs the API key and does not depend on the UCP version. The merchant builds the UCP checkout entry {id, version, config} from the handlers declaration and this object
• ACP merchants use the same POST /api/v2/merchant/payment-requirements and compose the handler from GET /api/v2/merchant/acp/handlers (needs the API key). The handler JSON in checkout sessions is unchanged
• An unsupported UCP version returns 422 version_unsupported
